Who owns the pond at Benderson Park in Sarasota.

I like to fish down there for bass. As it stands I can fish one side of the lake and I think all of the ponds across cattleman. Near the mall for the time being. This would be a Sarasota county issue. Does Benderson development own the large pond. There is one spot I catch fish on the east side of the pond and would like to move around to try some other spots. I heard the west side is off limits. Do the rowing people own the lake? There are lots of fish there.
