Water spots in my picture

Recently got some pics of some bill fish that I am trying to edit. I really like one of them but it has 2 water spots. How do I edit them out in photoshop?

Send them to me and let me work on them. Are they shot in a RAW format? I hope so, if not it can probably still be fixed.
