1 Red Snapper Limit in GoM ?

I'm hearing rumors that they may reduce the Rec. Red Snapper Limit to 1pp (in order to get more fishing days). Seems this is very likely in either '15 or '16, b/c we are years away from the 'good data' that is needed to fix the problem of underestimated ARS biomass (& likely overestimate of Rec. take). I won't rehash all the 'issues' here.
My question is = Won't this just encourage more 'upgrading' (than is currently going on) & most likely lead to just as many fish being killed ???
There should be NO Commercial Fishing for any fish species considered 'Over-fished' , 'Undergoing Overfishing' or Subject to Recreational Seasons, Limits, or Closures... Game Fish Status IS the Answer !!!

What it will "most likely lead to" is them saying it still got over fished with a 1 per person limit and that the TAC was exceeded. Then to correct that the following year, they cut your season back down to what it was or even shorter.

At least that is how the SAMFC council played it over here in the Atlantic. They all get their marching orders from the same top brass.

From what I understand, the 1 fish limit will be put forth to the Gulf Council for the for-hire sector ONLY - this will give THEM a 50+ day season to take THEIR customers fishing while everyone else get 0-1 day season.

That sounds about right... Another reason to Fight Sector Separation !!!

And the reason they are claiming that we are taking our limit, even with a 1 day season, is because of the states being non-compliant, that means that recreational fishermen are basically catching all most all of their quota from state waters, think about that for a minute.
I guess there are no red snapper in the federal waters to catch or they are being reserved for someone else.
