They can't count reef fish because the way they count fish is by trawling and you can't do that around reefs because it's hard on the nets.
Did I understand that correctly?
THERE SHOULD BE NO COMMERCIAL FISHING ALLOWED FOR ANY SPECIES THAT IS CONSIDERED OVERFISHED.
Ok, I get it. There are too many fish to count and big a place to count them. So you have to sample or survey. Done all the time with other things (polls, ducks, etc).
What I can't get is why, with all the artificial structure in the Gulf, they didn't do what Alabama is doing did years and years ago. I understand if you sample just reefs, the data is biased. But come on people, you don't need cameras to check out reefs or rigs. It's called hook and line....
I can see how if the Feds give up red snapper management, one of the caveats is going to be states must perform a population assessment in there waters. Of course, what state has that kind of money? It would come from the Feds, which means they really don't let go of management.
that was awesome, as many meeting as I have been to on the Atlantic side I never knew that that they trawled these fish with nets, what a joke. I thought in the gulf that the biggest depletion of the red snapper population was cause by the shrimpers and their nets, seems counter productive to sample them that way.
