This one will have significant impact on the Pelagic Longline fishery in the Atlantic.
Main issues are Bluefin Tuna bycatch and reporting along with full electronic monitoring of all vessels.
With this amendment, by end of 2015 each PLL vessel will be required to have Bluefin Tuna bycatch quota on board in order to fish. Real problem since there is not enough quota to go around so restrictions on PLL fishing are the probable outcome.
Also with electronic monitoring, vessels will have a series of cameras t record all catch and bcatch.
Should be interesting.
Is this the end of the PLL fleet in the US?

Hailllll No. But it could mean reduced swordfish quota for the United States if the Pelagic fleet doesn't meet it's quota. Then the United states can buy the fish from Spain and give the money to their fisherman. Heck we don't need all that money in the US.
Easy, Im not for this amendment, but by end of next year, if you do not have Bluefin bycatch quota on board, you will not be permitted to set PLL gear. If you have a permit with no Vessel ID, no quota, bad reporting history, less quota, high bluefin interaction, less quota.
Truth is, this has the teeth to kill the PLL fleet!
