Red grouper conservation measures approved by FWC
At its meeting in Key Largo on Nov. 20, the Florida Fish and Wildlife Conservation Commission (FWC) approved lowering of the red grouper recreational bag limit from four to two fish per person in Gulf of Mexico state waters, excluding Monroe County.
The Commission hopes that this change will mean an increase in the length of the recreational red grouper season in federal waters, which closed early this year because the recreational catch limit was exceeded in 2013. A two-fish bag limit was initially requested by Florida anglers and for-hire captains to help maximize fishing opportunities for red grouper, especially during late fall.
This change would make state regulations consistent with similar pending regulations in Gulf federal waters. Assuming the two-fish bag limit is finalized in federal waters, the state change will go into effect beginning Jan. 1, 2015.

I am glad to only be a bird hunter with bird dogs...being a shooter or dog handler or whatever other niche exists to separate appears to generate far too much about which to worry.

so now a person would have to pay for two trips to keep two fish.....
For Grouper (all)
I think there should be a combination of personal and boat limits;
Something akin to a 5 fish per person aggregate, with no more than 2 of any one species and a boat limit of say 100 pounds.
That is about 45 pounds of eatable meat and roughly 90 8oz serving.
For Snapper maybe a 5 fish limit with no more than 2 fish of anyone species in the aggregate and a boat limit of 100 pounds
Now for things like Cobia a 2 fish per boat limit is adequate
Kingfish a 2 per person with a 6 fish boat limit.....
I think you get the idea and there is certainly room for adjustment and trade offs, but I think we will need to start looking at boat limits as well as per person limits if we are ever going to look at extending our season.

The problem is once the NMFS takes away, they rarely give back. Even the professed
increase in GOM's ARS stocks in pounds really amounted to nothing and perhaps worse
a completely closed season. In the south Atlantic we have Boat limits for Mahi and Snowy
Grouper, Aggregate limits on Shallow water Grouper. It makes sense from a real world and
conservation position..........BUT......that's the problem, we do not have that real world
common sense in current Federal Fishery management.
Recreational Permits and Fish Tags used ONLY to get reliable data on effort, harvest, etc., would be
awesome, but something seemingly of little interest by the Feds. The only talk of Tags we've heard
is from the extreme side, used to limit access. There has been some talk of this in the South Atlantic, but
its little more than a back-up idea.
I agree, your common sense logic makes sense. How, given what Acme said, could we make this happen? Would it make more sense to start at the state level then move it to the federal arena?

I would start by running the federal government out of management for the vast majority of recreational fishing....
This would mean allowing total state control out to 100nm. This would encompass about 95% of recreational anglers.
The for the GOM the Gulf states through the Gulf States Fishery Management Council develop data collection programs and limits that make sense for specific geographic areas
One of the issues today is the western Gulf is managed like the eastern and the Keys like the panhandle, when they are about as alike Ice Fishermen in Minnesota and Flats Fishermen in Florida Bay.
