Gulf Red Grouper (in state waters)

This year, due to the red tide, we have been catching red grouper (>20" TL) within state waters (Cedar Key, Fl). Federal regulations closed red grouper after 10/4, but if we catch them in state waters, and never enter federal waters, could we expect any issues with LEO at the dock or if boarded inside of state waters? From what I can tell, they are legal in state waters, but up until this year, no one seemed to ever catch them inside of ~50'
