It's one of my favorite things to do in N GA, which shouldn't be different from FL. Throw a foam spider right on the bank, move it a slight bit and a bluegil will eat it.
I've had good luck with small black poppers. I fish them like Alex describes. Though in a smaller retention pond you can cast pretty much anywhere. I've tied some very small white gurglers that work well too.

Haven't done it in a long time, but this is exactly how I used to do it. And if you can get a slightly sinking spider, you will tear them up. Might also get a bonus Bass too.
