Measuring Fish

Is there a guide somewhere that shows me how to measure the different species of fish with regulations. The reason I ask is because I see people measuring certain fish like yellowtail in overall length to the total end of the tail while other fish are measured to the fork. It's just very convoluted to me.

It would be simple if they just measured all fish the same way, right down the middle but, when has any gumment agency done anything simple.
