There's a fish monger in Stuart (Tausha's Seafood on A1A in Golden Gate) that usually has conch....allegedly fresh. Years ago I would find it in Winn Dixie and do not know if it was previously frozen, but it seemed to be very good. I never had any complaints.
I believe pretty much all conch comes in frozen and then it is thawed for sale by the pound unless you buy the 5 lb box which is still frozen. Since conch doesn't have blood, it freezes well anyway.

They sell actual food in these stores? I always thought it was just restaurant supplies. Their website makes no mention of food.
I remember when a 5 lb. box of frozen conch sold for about $25.00. Loooong time ago and no matter, I couldn't afford it back then either. Well, in those days it was still legal to take them in the Keys.
Penn Dutch has it in Sample Road store and in Hollywood.. i am sure it was flash frozen before and they can run it through a chopper for you as many times as you want
Publix has it most of the time, but you have to ask for it. I'm guessing that unless you're getting it in a meal at a very good restaurant, most of it will be imported frozen. And anything "fresh" was probably sitting for hours in the sun and on a dock in the Bahamas. Seen it too many times with conch and lobster.
