The answer is simple....the Park Service and National Parks have a completely different set of management objectives and staff versus the U. S. Fish and Wildlife Service that manages National Wildlife Refuges. Very few National Parks have any hunting at all and restricted access to large "wilderness" areas while hunting on National Wildlife Refuges is common and even listed as a recreational activity. Hunting can occur on up to 40% of a NWR.
Airboats are used on some NWRs, but not all.
That being said, the actions by the Park Service do taint the relationship between traditional uses and the Federal agencies....That is why those sports groups currently "supporting" the proposed NWR north of Lake O are doing so based on an expansion of hunting and access opportunities on Florida's other NWRs.... and the FWC having the ability to establish rules on the new refuge within the Federal framework.
Any faltering on those issues will cause the loss of the support and even strong opposition to the proposed refuge. We are closely watching the decision from DC coming in January on the gator hunting being added to ARMLOXNWR....

Like I've said countless times before, that MOU isn't worth butt fodder. It can be rescinded at any time with ZERO consequences and ZERO recourse on the part of FWC or the sportsmen. And then, as Rich so often likes to say, BOHICA, and our so called leadership in the hunting community will have played a major role in our own undoing. I pray it doesn't come to that, but I think the writing on the wall is becoming more and more clear.
