False. Their job is to pass laws and to repeal laws they don't like. There is a process to do that. You pass a bill repealing a law and send it to the Senate and eventually president.Unfortunately for Republicans conservatives were roundly defeated in 2012 (the only reason they kept the house was massive gerrymandering).
Holding the operations of the government hostage in order to repeal a law is not how we do business in America and the vast majority of Americans agree.

That is a lie, Obama ran on the ACA and was reelected by a large margin. THAT IS THE FACT.
No, he ran on health care reform, not a government policy that forces people who aren't part of Obama's circle to buy a corporation's products and taxes the producers to make up the shortcomings.
