To me its a factual statement. The tarpon was linked to the PTTS. It was also gutted. Just like the first tarpon.

Capt Hughes made no accusation his title clearly says "a tarpon linked to the PTTS" that's not an accusation that's a fact. It also says that it is a Save The Tarpon report, not his.
Andy, It's not a fact because the tarpon was NOT gutted, and not because of the link to the PTTS.
I don't think anyone has disputed the fish was linked to the PTTS. However, many have questioned the veracity of calling this tarpon gutted:
