Been on FS Forum for over ten years, just 'cause you start it over three times and call me a Junior don't make it so.
The easiest way is to go to a Department of Agriculture office and get it there , get fingerprinted and take a test, pay money get your permit, you must have your training class certificate

They make you read some material then you take a short quiz on what you read, I do not remember what was in the material
This is what I found on the states licensing site- you will need a total of $112.00
Fill out the application, send finger print card send a copy of your class certificate and a money order for the amount of $112.00

Evidence of military small arms training (DD214) is acceptable in lieu of a class.
