I like to understand both sides of the issue before rendering a decision.

What is the goal of using a lottery system? Is it better then using the current way of estimating catches by the recreational sector which we all know is very flawed?
Would this help them better understand if the Red Snapper stocks are truly depleted?
Looks like they are giving us Rec guys the majority of share when compared to the commercial guys... isn't this a good thing?

That ACL will be done in one day. The problem I see with the lottery system is that it will not keep track of us who do not have tags and are releasing snapper.

9,000 fish for the recreational fisherman in a lotto system . 1 per person per day and only on the weekends and they will decide the weekends with weather windows. What are they going to sell you the tickets for $200 and go along the lines of alligator tags .
out of that 9000 fish selected for harvest , I would say it would be a 2 week season
