Hmmm, I would be surprised if it wasnt out there already. Are you fishing the little bridge at CCC? I mean there is ridiculous amounts of bait at the memorial causeway going out to the beach, at both bridges. Lots of bait at the dunedin marina pier. Are you fishing from land? Have you been chumming? I have definitely caught whitebait around the little bridge at CCC on the north side. Also around where that little under cut is there on that last piece of the causeway just east of rocky pointe. You can bet bait there too.
