I agree with the idea and need for food stamps and to the need to make sure they are spent on nourishing items.
On another note, Grady Lady, you are one of the few people who often take opposite stances from those in my heart, that will take the time to explain your position and then back it up with logical civil, I might say even friendly, argument. After my quite extensive time on this planet, I am becoming disturbed by the angry, false, mischaracterizations that people use to attack a position they do not follow. I think this is a world wide problem as we observe the problems erupting in the mid east and our current political climate.
I fault the Muslims not for worshipping a different God from me, but because there are no voices from an overwhelming majority of them decrying the extremists and their intolerance. In that same vain, I fault the Democrats and Republicans, and any other American political ideology that stand by without castigating those voices that are out of line. This latest Limbaugh outburst and the public outcry is an example that things are not yet out of control.

Mister, I have a real problem that Romney of any other person is able to make much much more income than most people do and still pay at a much much lower rate. This is an unfair, unreasonable, slanting of our tax code and laws in favor of the uber-rich. Prop on top of that the idea that Romney wants to lower is tax rate even further. I cannot have any respect for a man with this type of attitude. Now Obama has a whole other set of problems. My main fault with him is that he continues to accept and participate in the current political financial system without vigorously attacking it.

Bud I agree with you 100%. Obama has not made any effort to distance himself from the industry that befits the most from distortion in the tax code.
The bills sponsor fails to realize food stamps are traded as cash on the street. They will still get the products limited by food stamps . . .

Before you shop, check your last receipt to find out how much money is in your account, or call 1-888-328-2666 for your balance
Look for the Quest® mark on the door or the window of the store.
At check-out, your card is swiped
Enter your secret PIN on the number pad, then press Enter.
Tell the clerk how much money to enter or enter the amount yourself. Remember, you can only buy eligible food items with your food benefits.
Always check your receipt to make sure that the amount on the EBT receipt is the same as the grocery receipt.

I would imagine she does know that...and I also would imagine the USDA is aware of it, and that it is already not allowed...it is one of those regulations that are virtually unenforceable. This measure will at least take non-nutritional foods off the approved list, which will make a difference. It does not forbid anyone from purchasing non-nutritional foods with their own money (and yes, some of that money may come from food stamp fraud.)
Let me try to make a long story short...Many years ago I had a good friend who was married to an abusive, angry and possessive man. He took out his anger on her two little boys (by another marriage)...the oldest one (about eight) had to wear long pants all summer because of the bruises on his legs. When I discovered this, I told her to either leave him and come live with us, or I was going to report him to the authorities...and she might be in trouble too. She agreed to leave and I picked her and the boys up and brought them to my house. At the time we were a single income family with three young children of our own. My grocery budget was already very tight. I took her to the food stamp office to apply for help, and she was turned down, because she was living with us and had no kitchen of her own to cook in.
As far as I know that is still the case, yet the homeless shelters have many residents who still receive funds from the SNAP program, and they are used for barter and/or junk food because the shelters provide meals. When reported to SNAP offices, the response is 'not much we can do about it'.
It's a little confusing to me, but it appears that the emergency cash assistance program can be combined with the EBT accounts. The cash draws are limited to the remaining balance of the cash assistance on the EBT card...I think.
