As FWC is usually the enforcement agency they will proably go with the state verbage, however anyone that just looks at the Gulf Council regulations may end up in trouble with FWC if checked. I have included material copied from each set of regulations with URL's.

Also we aren't supposed to use regulated reef fish for bait. Are we to ***/u/me that that includes pogies and grunts, which are the primary amberjack/cobia bait when fishing offshore?
