			<content:encoded><![CDATA[<div>I would like for people to think about this for a minute and try to realize any American Sportsman or Sportswomen have a lot of pride to go buy their yearly Licenses.. so yesterday I am at a home of some of my friends I fish with and tell them I just went down and bought my new rip proof, waterproof, smear proof licenses and it now does not even come with a small green folder jacket..  and the print is so small that the wildlife officers will soon be needing glasses..!  she goes out to the garage and comes back in with a box load of her old yearly licenses and begins to show me her 'actual' old snook and lobster stamps from every year.. they were big enough to see, had cool lobsters and snook drawings along with the year and cost. I try to point this out because if we have people with that much pride still walking the face of this earth the powers on high should really look at this as that and go back to a time when the rules were printed out in large print again and we have stamps.. If your still looking at this as a old miserable grumpy person and you don't give a hoot ..  think of a kid getting their first licenses even if you don't care..  see pride comes from being taught that what we have means something still..  hope this makes people think. have a great day and go fishing..  take glasses and a rule book with you to decipher the regs.. :)</div>

The system has been rigged since the 2006 hijack of Magnuson, designed to intentionally reduce our fishing days in an attempt to coerce us into accepting their catch share BS. They want to EXPAND that cash cow into the recreational fisheries and THAT is what all of this is about. Nothing more, nothing less. The health of the fisheries and the well-being of our coastal communities and fishermen have absolutely NOTHING to do with it. The NMFS needs to be de-funded and the control and management of our fisheries handed over to the states where they belong, as this scam has revealed them for what they are (hint: and it's NOT competent fisheries managers). Reps Bonner &amp; Southerland have introduced a bill into the house &amp; senate that would turn the regulation making power of reef fish over to each of the five Gulf states out to 120'. <br />

Col. Calvin L. Adams Jr. has joined the Florida Fish and Wildlife Conservation Commission as its new law enforcement director, according to an FWC news release.<br />
 <br />
He will oversee more than 1,000 employees, direct their enforcement efforts in Florida and manage the budget for the FWC’s Division of Law Enforcement.<br />
 <br />
“The FWC has an excellent team,” Adams said. “From our command staff and administrative support in Tallahassee to our officers in the field, we work together every day to protect people and natural resources. I’m honored to be named as the leader of this dedicated group.”<br />
 <br />
Adams succeeds Jim Brown, who is retiring from the director of law enforcement post he's held since 2009.<br />
 <br />
“Col. Brown has been an exceptional leader with a true passion for ensuring that people can safely enjoy Florida’s natural resources,” FWC Executive Director Nick Wiley said.<br />
 <br />
Adams began his career with the Florida Marine Patrol, one of the FWC’s predecessor agencies, in 1985 in Indian River County and worked his way up through the ranks. He lives in Tallahassee.</div>

Your views may be important when the state decides whether to implement a limited opening for taking goliaths.<br />
<br />
It's interesting perhaps that the University of Florida is doing this survey/study.  whereas Florida State University is home to a highly opinionated program that is against any opening of a goliath fishery. The Gators and Seminoles may knock heads on this one.</div>

			<content:encoded><![CDATA[<div>Looking at data from Superbloom 2011 in Banana and Indian Rivers which devastated seagrass.  It appears Phosphorus which declined for 27 years spiked in 2010 and 2011 to the highest levels in thirty years.  <br />
<br />
My understanding is Phosphorus is from fertilizer,  sewage and opening up the ground (excavations). <br />
<br />
All newspaper articles seem to blame the guys fertilizing their lawns and a cold 2010 winter, but to raise Phosphorus levels the amount seen in the data seems impossible given the levels have been in decline for 27 years.<br />

May 7, 2013 - With the first day of the three-day Managing Our Nation's Fisheries conference ending in Washington DC today, many attendees are now on their way to a reception in the East-State Room at the Mayflower Renaissance Hotel presented by Environmental Defense Fund (EDF). <br />
<br />
According to the Recreational Fishing Alliance (RFA), the first day of the conference, presented in part by Pew Charitable Trusts and the Walton Family Foundation, put many of the environmental sponsors in an uncomfortable position early in the day.<br />
<br />
<br />
&quot;We heard from a few insiders that some of the Pew activists were very unhappy at hearing how fisheries managers were looking for incorporation of some additional flexibility in the federal fisheries law,&quot; said RFA executive director Jim Donofrio. &quot;While the show sponsors are working hard to undermine the need for management flexibility, the actual council members in attendance and giving presentations have completely contradicted the position held by the conference sponsors.&quot;<br />

<br />
Announcements by the Department of Commerce praising the healthy status of many U.S. fish stocks has put many of the environmental non government organizations (ENGO's) like Pew and EDF on shaky ground on Capitol Hill in recent years, as it becomes harder and harder to justify their pleas for more drastic harvest cutbacks on the recreational fishing community. Donofrio said that a series of regional fishery management council perspectives delivered at the conference this morning further evidenced the longstanding position by the RFA.<br />

&quot;Even the chairman of the New England Fishery Management Council, who has been a frequent critic of RFA and the hundreds of different recreational and commercial organizations who have united in a plea to revise the federal fisheries law to incorporate some limited flexibility, shocked a few of the ENGO's today by admitting that flexibility would be helpful,&quot; Donofrio said. &quot;It would seem that many of the folks who make decisions at the regional management council level are all supportive of fixing the Magnuson Stevens Act this year.&quot; <br />

According to conference insiders, there's been plenty of buzz about President Obama's recent nomination of Penny Pritzker for the Secretary of Commerce appointment too, particularly as the president made clear his top priorities &quot;to grow the economy, create good middle-class jobs [and] make sure that the next generation prospers.&quot; Donofrio said that the present fisheries policy don't reconcile with the President's stated priorities.<br />

&quot;Fishing communities throughout the U.S. are largely made up of the middle class, and yet the current fishery management policy being prosecuted by the administration and our Commerce Department is indisputably destroying many of the businesses and communities that have sacrificed to help rebuild those stocks,&quot; Donofrio said. &quot;The Gulf of Mexico's recreational red snapper fishery is a prime example where onerous regulations have undermined the ability of local fishing families to support themselves.&quot;<br />

Donofrio said it didn't take long for someone to yell out 'bingo' at this morning's conference.<br />

RFA lampooned this week's Managing Our Nation's Fisheries Conference because of what they long ago tabbed the 'hijacking' of the fisheries management process by well-heeled advocates from the environmental community. Many of the same groups who helped spearhead radical changes to the 2006 reauthorization of Magnuson-Stevens resulting in devastating impact to the recreational fishing industry are also key sponsors and presenters at this week's DC event.<br />

&quot;Middle class fishermen aren't attending this conference, but none of the conference organizers or sponsors really care much what that guy has to think anyway,&quot; Donofrio said. &quot;This is an event presented by the environmental industry, whose staff makes up a significant portion of the conference attendees and continues to grow significantly with huge budgets, while the fishing communities over which they have gained so much control are shrinking and hemorrhaging money.&quot;<br />
