Have you tried a sharpening service? They may be able to sharpen them up for you.

Sharpening the small scissors we all use for fly-tying is tough. The only way I've ever been successful is when I've been able to take the scissors apart and do one side at a time using a soft arkansas stone followed by a hard stone (and with light oil on each...). Remember that scissors have a completely different bevel than a knife blade and work accordingly. My own results have been so mixed that I'd probably have been better off just buying a new pair.... I've had a few successes but a guy like me is using scissors 10 or 20 times more than folks that tie for fun..... so I might need to re-sharpen yearly or even more often.

Dr. Slick and Engell's used to have a program where you could mail them in to be sharpened. Not sure they're still doing it.
